A Change Has Finally Come For Underserved Communities Executive Order 13985

On his first day in office, President Biden signed Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.

“It is therefore the policy of my Administration that the Federal Government should pursue a comprehensive approach to advancing equity for all, including people of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality.  Affirmatively advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our Government.”

The Order recognized that although the idea of equal opportunity is the bedrock of American democracy, entrenched disparities in our laws, public policies, and institutions too often deny equal opportunity to individuals and communities. The President’s Order emphasized the enormous human costs of systemic racism, persistent poverty, and other disparities, and directed the Federal Government to advance an ambitious whole-of-government equity agenda that matches the scale of the challenges we face as a country and the opportunities we have to build a more perfect union.


Advancing equity is not a one-year project – it is a generational commitment that will require sustained leadership and partnership with all communities.

Inflation and unemployment is still on the rise, and government funding for social programs continues to decline. Our grassroots job creation movement is specifically designed to create jobs in America’s at-risk communities. We desperately need more job training and human resources in order to get Americans back to earning money and back to dreaming again. Solving economic problems lets Americans live their dreams and reduces poverty and crime.

We focus on economically depressed areas, and our small business infrastructure development system is specifically targeted to this population. We have job creation projects in place, and our consortium of partners has launched a nationwide, large-scale employment program with manufacturers, such as Global Greenology.

About Our LEE-ETA Training Program

The P.O.P. Movement (Prosperity –Over– Poverty) is under way. Our Lifeline Education, Entrepreneurship & Environmental Training Academy (LEE-ETA) LLC will be accepting applications for training classes very soon.  Clases will be held online and offline at New Day Business Resource near you. We educate people and prepare them to have success in this 21st Century.

About the Founder

Ethel Cain Russell is our Founder & Executive Director She’s a vibrant leader. She grew up in the heart of the Mississippi Delta, one of the poorest areas in the country. As a young girl, Ethel worked hard to help her family, and she started her own business at just 19 years of age. After seeing how many families in the community were struggling despite living on rich delta land, Ethel decided she wanted to be a catalyst for change. She promoted going back to the land, working the land, and making our own food, creating new businesses through entrepreneurship training and creating economic plans that strengthen existing businesses.

Today, Mrs. Ethel Cain Russell works hard to empower others, teaching them how to help themselves, their families, and their communities and has more than 30 years of business experience. She is wholly committed to our job creation movement.

The P.O.P. Job Creation Campaign for Success is not about being black or white. It’s about keeping families together and revitalizing communities with realistic job creation projects. We’re based in Mound Bayou, Mississippi, and serve communities throughout the United States.
